Summary
This position is responsible for providing transition/re-entry case management services to substance use and co-occurring mental health disorders incarcerated persons in accordance the principles of the County of Delaware. The key components of the position include enhanced case management, evidence-based interventions, education and vocational programs, transition planning, and post release support. This position is responsible for working with incarcerated persons who are being released with the development of transition individual plans and connections to post release community-based resources. It will also provide individual Cognitive Behavioral Treatment (CBT) sessions as well as reentry group sessions as warranted.
Examples of Duties (Illustrative Only)
- Assess benefit needs and coordinate with liaisons to ensure timely submission of benefit applications.
- Coordinate warm handoffs to community-based programs for SUD, co-occurring mental health disorders, and for MAT incarcerated persons scheduled for release into the community.
- Develop and implement comprehensive pre-release and re-entry planning for SUD and MAT Incarcerated persons including linkage to treatment, transitional living/sober housing, and other wraparound supports.
- Maintain effective communication with all staff and community-based providers to increase the jail’s accountability for pre-release and post-release service provision.
- Conduct post-release follow-ups for six months as outlined in the grant.
- Assess client access to prescribed medications (MAT, psychotropic, and medical) prior to release to maintain stability and wellbeing upon reintegration to the community.
- Utilizes electronic case management system to record case notes, track incarcerated persons progress with programmatic needs, transition services and discharge planning.
- Ensures academic, vocational, evidence-based programming, support services and transition needs are met for each transitioning incarcerated person.
- Develops individual transition plans in conjunction with incarcerated persons and makes appropriate linkages prior to release.
- Conducts individual and group cognitive behavioral treatment sessions focusing on reentry as needed.
- Establishes a relationship with a statewide network of community-based service providers addressing the incarcerated persons’ needs and works with released incarcerated persons to eliminate barriers to successful reintegration.
- Actively engages community resources to work with released incarcerated persons emphasizing the first months of release. Works to connect community resources and pro-social people with incarcerated persons prior to release via telephone or through visits at facility.
- Works to ensure incarcerated persons obtain proper identification and social security cards prior to release.
- Invite community-based providers to participate in resource fairs at the facility.
- Gain an understanding of public domain services such as National Institute of Corrections, Re-Entry Resource Center, and FDIC Money Smart program.
Required Knowledge, Skills and Competencies
- Bachelor degree required. Master’s degree in criminal justice, social work or a related field from an accredited college or university; or a closely related field is desirable.
- Two (2) Prior experience in social work and/or case management in a mental health/substance use treatment agency in a correctional setting required.

Summary
The Program Coordinator will be responsible for coordinating the workflow of the Substance Use Disorder (SUD) reentry program, including coordinating screening, assessments, assigning patients to the Reentry Planner, tracking program data, evaluating outcomes, and completing timely quarterly reports to DOJ. - Effectively monitor progress, track outcomes, and evaluate the effectiveness of interventions and services provided.
- Complete timely monthly, quarterly, yearly, and close out reports.
- Responsible for stakeholder outreach and engagement to support strategic data driven decision making within the public safety and criminal justice system and local behavioral health care providers.
- Responsible for the reporting mechanisms within the existing electronic records management system.
- Coordinate with local law enforcement, Delaware County Probation and Parole Departments and the Delaware County Court of Common Pleas to identify the number and percentage of offenders who have violated their community supervision, been rearrested, been reconvicted and or returned to incarceration. Track this information for 12 months after initial release.
- Maintain annual data to track improvements in outcomes from the baseline recidivism data collected at the start of the project.
- Work with Reentry Planner to collect data on reentry client outcomes including housing and employment status, engagement in mental health services, engagement in Peer/recovery support services and engagement in SUD treatment for six months post release.
- Convene quarterly stakeholder meetings to increase communication and coordination of services, ensure cross sector collaboration between public health and safety professionals, strengthen our network of partnering service providers and identify and address gaps or limitations in services using program outcomes data.
- Facilitate frequent focus groups to solicit input and feedback from justice-involved individuals/individuals with lived experiences.

Required Knowledge, Skills, and Competencies
- Bachelor’s degree in criminal justice, sociology, or a closely related field is required. Master’s degree in criminal justice, social work or a related field from an accredited college or university; or a closely related field is desirable.

Summary
The laundry technician will work within the guidelines of established security roles, regulations, and operational procedures. The incumbent manages and monitors all work done in the facility laundry. - Conduct inspections of the equipment (at least once per workday) to ascertain that it is in proper operational condition.
- Assure that the laundry equipment is being properly used including the sorting of clothing and application of wash/dry cycles (e.g., pre-soak, rinse).
- Routinely inspect inmate clothing, laundry bags, towels, and linens, etc. to ascertain if items require repair or disposal. Prepare recommendations for replacement of disposed items so that stock remains at a level consistent to meet the needs of the facility.
- Train incarcerated persons in proper laundry procedures and monitor their work activity to assure that it is being done correctly. Training will include pre-assignment training and on-going on-site training/supervision.
- Monitor to assure that a safe working environment is maintained at all times within areas of responsibility. Provide continued training to the incarcerated persons assigned to the laundry in safety awareness and monitor to assure the training is appropriately applied.
- Maintain strict control of hazardous tools and materials, as well as locks, keys, and other items, which would be used for illicit purposes.
- Prepare reports connected with position responsibilities.
- Be alert to methods for improving procedures and enhancing security within the facility and submit written recommendations of same to supervisors.

Summary

Minimum Requirements
- High school diploma or equivalent certification required.
- College coursework and advanced training in behavioral sciences, correctional services, or related field is preferred. An equivalent combination of education and experience may be considered.
- At least two (2) years of experience working in a correctional setting, one of which was in a position requiring supervisory capabilities and managerial responsibilities.
- Must be mature, flexible, intellectually alert, able to command the respect and confidence of incarcerated persons and staff, philosophically committed to the objectives of the facility, applicable court orders, and possess a high tolerance to mental stress.
- Ability to work with computers and the necessary software used by the department.

Summary
The Captain reports directly to the Majors. Responsible for providing administrative support to the Majors and Deputy Warden of Security and Training requiring application of varied and complex work methods and procedures to include but not limited to policies, practices, and procedures of the organization. Conducts assessments and reviews processes to ensure the safe operations of the facility while ensuring compliance to Title 37 and other accrediting bodies without comprising safety and security procedures/protocols for employees and incarcerated persons. The Captain is scheduled for on call duties.

- Ensure that the daily departmental rosters are staffed consistently with contractual and facility staffing requirements.
- Review daily departmental rosters for accuracy and prepare the Position Vacancy Report for the Warden on a daily basis.
- Review the Daily Count Verification Sheet for accuracy and completeness and submit the Daily Census Report to Administrative staff.
- Provide general supervision over the daily operations of the Security support posts to include the Lieutenants/Shift Commanders, Fire & Safety Manager, Intake, Range Master, Disciplinary Hearing Coordinator, and Senior Leadership.
- Review all Critical Incident Reports (CIR) submitted daily for accuracy and completeness. Make any necessary corrections and prepare for Major’s/Deputy Warden’s signature; submit to respective departments.
- Assist in the annual review and revision of facility policies, procedures, post orders, and emergency plans.
- Organize office operations and procedures for the efficient workflow of work within the Security Administration as well as the integration of inter-departmental workflow and sequences.
- Establish and maintain effective working relations with a wide spectrum of employees, officials, and leadership within the facility.
- Prepare documentation and reports consistent with responsibilities of the Warden’s office.
- Conducts hearings and investigations into policy violations, as needed, and prepares/submits related documentation.
- Develop and maintain an effective and organized filing/information retrieval system.
- Gathers requests and/or provides factual information requiring reference to a variety of sources.
- Implement procedures for schedules and coordinates the processing and maintenance of record keeping and filing systems.
- Develop and complete weekly and monthly security statistical reports.
- Reviews overtime, ensuring all overtime is scheduled in accordance with applicable policies.
- Perform advanced clerical and administrative duties, such as providing data with administrative reports submitted to the Warden’s office.
- As a member of the facility committees, contributes to and participates in meetings and conferences in which policies are formulated, decisions are reached, budgetary matters discussed, and plans made for Administrative Operations.
- In the absence of the Majors, assumes full authority and responsibility a Major for all facility operations and functions during periods of emergencies and non-emergencies.

Summary
Reporting directly to the Warden, the Chief Deputy Warden provides direct supervision and management to the Deputy Wardens of Security and Training, Administration and Operations, and Programs and Support. The Chief Deputy Warden will act as Warden in his/her absence. The Chief Deputy Warden provides leadership, guidance, direction, and overall management in the safe, ethical, and orderly operations of the facility. Conducts vulnerability assessments and reviews processes to ensure progression and development while ensuring compliance to Title 37 and other accrediting bodies without comprising safety and security procedures/protocols for employees and incarcerated persons. Qualifications

- Must possess a working knowledge of program objectives, policies, correctional laws, applicable court orders, procedures and requirements for managing a secure correctional facility as demonstrated by having a combination of relevant work, education and research experience. Summary
Oversees and supports the classification department while providing direct supervision to the two (2) classification coordinators within the facility. Responsible for the formal classification process of all incarcerated persons which begins at commitment to the facility and includes managing and separating incarcerated persons when needed. Conducts reviews and analysis to improve facility population management initiatives.

- Supervises and manages the classification coordinators, ensuring the department is represented 7 days a week and provides representation during both 1st and 2nd shift.
- Ensures that the agency is maintaining compliance to all standards and regulatory bodies regarding classification and applicable laws.
- Implements industry standards regarding classification of incarcerated persons.
- Separates incarcerated persons into a system that is based on the degree of security risk and need for supervision as follows: mental and emotional stability, criminal charges, escape history, history of assaultive behavior, medical status, age, need to keep separate, and PREA victimization/abuser status.
- Separates incarcerated persons into groups to reduce the probability of assault and disruptive behavior throughout the facility using a three-stage data collection and management process which includes a subsequent classification review.
- Ensures the orientation process, for all incarcerated persons, is completed, to introduce them to the rules and regulations within the facility.
- Mitigates risk through extensive population management review.
- Communicates regularly with Unit Managers regarding population management control needs and requests.

- Completes daily transfer sheets to move incarcerated persons within the facility within a timely manner.
