All documents for procurements through PennBid are available to you online at no cost plus you can submit and update your proposals right from your office. Only vendors who are awarded contracts are assessed a fee as described further at https://www.pennbid.net/faqs

In order to use PennBid, you must register with (https://pennbid.bonfirehub.com.), a one-time, no cost process. Click “Register” and follow the steps to become a vendor. Once registered, you gain access to bid opportunities from over 1,200 public agencies and private firms. You can also be automatically notified of other opportunities that match your products and services.

The Central Purchasing Department is the County’s Procurement Office for the acquisition of supplies and services relative to all County Departments and business.

All purchases are made with the best interests of County Government and Delaware County Taxpayers in mind. The department is staffed with knowledgeable personnel whose primary purpose is to provide services in an efficient, effective and economical fashion.

All procurement activities are examined using the Code of the County of Delaware as a rule of compliance, also in some circumstances, state and federal guidelines are utilized as those public dollars are spent through grants and joint projects.

The Delaware County Purchasing Department is a member of the Southeastern Pennsylvania Counties Cooperative Joint Purchasing Board whereby other surrounding Counties meet to discuss cooperative purchasing and other procurement matters.

Central Purchasing is a member of the National Institute of Governmental Purchasing. Additionally, it participates, as requested, in seminars, fairs, other government entity job interview, etc.

An open door policy exists with all other County departments and vendors, for example, the Commerce Department, Delaware County Chamber of Commerce and the Office of Workforce Development to ascertain market trends, product and price.
