Delaware County Council was honored to recognize Nether Providence Police Chief David Splain during its public meeting on November 2.

Chief Splain was recently appointed as the 2022-2023 President of the Pennsylvania Chiefs of Police Association.

The Pennsylvania Chiefs of Police Association is a professional organization of more than 1,000 Chiefs of Police and public safety and private law enforcement organizations across the Commonwealth of Pennsylvania. Its mission is to promote excellence in service and expertise in law enforcement and public safety services, to advocate for Law Enforcement leaders, and to provide innovative programs and training for our members.

“We are extremely proud to have Chief Splain serve in this role as President of The Pennsylvania Chiefs of Police,” said Delaware County Council Vice Chair Elaine Paul Schaefer. “Chief Splain is an exemplary member and leader in the law enforcement community and will represent Delaware County with honor and integrity.”

Chief Splain began his career in 1985 as a patrolman for the North Wildwood Police Department, and in 1986 joined the Darby Borough Police Department part-time before being hired full-time by the Yeadon Police Department. He quickly rose through the ranks and was promoted to Detective Sergeant which he held until 2013, when he was hired as the Chief of Police for the Nether Providence Police Department.

During the meeting, attended by various Police Chiefs from across the county and law enforcement and leaders from Nether Providence, Council presented Chief Splain with a resolution recognizing his service and commitment to the residents of Delaware County and acknowledging his new role as President of The Pennsylvania Chiefs of Police Association.

“Council commends you and we express our sincere gratitude to you on behalf of the citizens of Delaware County for your diligence and devotion to duty to our community,” said Schaefer.
