Overview
Delaware County is the 5th most populous county in the Commonwealth of Pennsylvania. With a population of 576,830 as of the 2020 census, Delaware County has a budget of $898.3 million and holds a bond rating of Aa2 and produces a Gross Domestic Product of more than $40 billion. Gathering and incorporating public input is an important part of the County’s approach to budgeting and fiscal management. In the first quarter of 2025, Delaware County’s Budget Task Force was created to bring together service-minded residents with expertise in budget and financial matters with key County staff and leaders to assist in the development of forward-looking solutions to meet the long-term needs of Delaware County residents.
The Budget Task Force consists of four main subcommittees, focused on 1) Capital Investments 2) Revenue Enhancements 3) Budget Presentation, and 4) Cost Containment. The goals of the Budget Task Force are to improve awareness and understanding of the County budget process, to create tools and documents to assist the County in maximizing transparency into the budget process and budget documents, and to produce viable budget recommendations to County Council for implementation.
Each subcommittee meets monthly, with the entire Budget Task Force meeting bi-monthly throughout 2025. On November 1st, a draft budget will be presented to Council and will be made publicly available, with public hearings to occur between December 3rd and 10th, followed by adoption of the 2026 budget by County Council between December 11th and 20th. The Budget Task Force will make additional information available to the public throughout 2025.
